Asking for Individual or Household Willingness to Pay for Environmental Goods? Implication for Aggregate Welfare Measures

چکیده

The aggregate welfare measure for a change in the provision of a public good derived from a contingent valuation (CV) survey will be higher if the same elicited mean willingness to pay (WTP) is added up over individuals rather than households. A trivial fact, however, once respondents are part of multi-person households, it becomes almost impossible to elicit an “uncontaminated” WTP measure that with some degree of confidence can be aggregated over one or the other response unit. The literature is mostly silent about which response unit to use in WTP questions, and in some CV studies it is even unclear which type has actually been applied. We test for differences between individual and householdWTP in a novel, web-administered, split-sample CV survey askingWTP for preserving biodiversity in old-growth forests in Norway. Two samples are asked both types of questions, but in reverse order, followed by a question with an item battery trying to reveal why WTP may differ. We find in a test between samples that the WTP respondents state on behalf of their households is not significantly different from their individual WTP. However, within the same sample, household WTP is significantly higher than individual WTP; in particular if respondents are asked to state individual before household WTP. Our results suggest that using individual WTP as the response unit may overestimate aggregate WTP. Thus, the choice of response format needs to be explicitly and carefully addressed in CV questionnaire design and further research in order to avoid the risk of unprofitable projects passing the benefit-cost test.

Measurement of household welfare : Individual and household willingness to pay and to accept

The paper deals with the measurement of household welfare in a general and flexible framework: It defines measures of individual and household willingness to pay (and to accept) and examines their relationship. The sum of the individual welfare measures forms only an upper bound for the corresponding measure of household welfare. The bounds are tightened by introducing additional assumptions ab...

Individual and Household Willingness to Pay for Public Goods

In this paper, the issue of whether willingness to pay (WTP) for the benefits generated by a public good should be elicited on an individual or a household basis is addressed. Differences between individual and household WTP may arise when members of the household are mutually altruistic. It is shown that, for general specifications of altruism, household WTP is less than the sum of household m...

Assessment of willingness to pay for improved air quality using contingent valuation method

Rapid urbanization and severe air quality deterioration in Pakistan have increased citizens’s concern towards air pollution. This study, conducted in November, 2016, aimed to develop relationship between degraded air quality and resident’s willingness to pay for improved air quality in city of Lahore, Pakistan through contingent valuation method to quantify an individual’s willingness to pay fo...

The Aggregation of Climate Change Damages: A Welfare Theoretic Approach

The economic value of environmental goods is commonly determined using the concepts of willingness to pay (WTP) or willingness to accept (WTA). However, the WTP/WTA observed in different countries (or between individuals) will differ according to socio-economic characteristics, in particular income. This notion of differentiated values for otherwise identical goods (say, a given reduction in mo...

Derived Willingness-To-Pay For Water: Effects Of Probabilistic Rationing And Price

A two stage linear programming approach is used to estimate the willingness to pay (WTP) of individual households or groups of households for changes in a combination of probabilistic water supply reliability and retail price of water. By modeling the costs (financial and ‘perceived’) of implementing long and short-term conservation measures and assuming rational (expected value cost minimizing...
